p>May 27, 1971. Iowa School Districts In the year 1900-1901 there were 17,522 school districts in Iowa. Today there are 455. School consolidation began slowly in the early 1900's. In 1913 state legislation was enacted to provide an incentive to consolidation with payments to the school districts. This incentive persuaded many school districts to consolidate. From 1920 to 1950, school districts decreased from 4,952 to 4,652, 300 decrease. State legislation in 1953 sparked a sizable decrease as legislation declared it was the policy of the state to encourage reorganization of school districts. By 1956 there were 3,691 school districts. The decline continued through 1965 to 1,098 districts. In 1968 one hour on a school bus was the limiting factor for the size of a school district. Community pride is often a big problem in consolidation. Small towns are afraid they will disappear if they no longer have a school. A pride problem exists with the adults as Mom and Dad recall when they played on the basketball team or in the band.
